USAID’s Office of Afghanistan and Pakistan Affairs (OAPA) hired Frontier to support its project to review lessons learned from its engagement with defense, diplomacy, and development actors in Afghanistan between 2008 and 2015. The project is focused on learning operational and programmatic lessons that enable USAID’s strategies and programs to be successful in an environment characterized by significant security and operational constraints. Frontier’s support of this effort included conducting literature reviews, honing the research focus, providing technical advice, and facilitating an inter-agency review session.
